What happens to a borrower if they don’t fund within the 10 day period, can they reapply?

My understanding is the 10 day period to fund the loan starts when SBA issues the loan number which secures the money and the SBA guarantee. As such, the question should be "what happens to the lender if the loan isn't disbursed within the 10 day period?"
