Andy Ryback, President & CEO, Plumas Bank
Andrew J. Ryback is the President and Chief Executive Officer of Plumas Bank and its holding company, Plumas Bancorp. He joined Plumas Bank in July 2001 and became a member of the Company's Board of Directors in 2016.
Mr. Ryback received his Bachelor of Science degree in Business Administration from California State University, Northridge. He is a Certified Public Accountant and a graduate of Pacific Coast Banking School.
Mr. Ryback actively serves in a variety of national, regional and local organizations: He was appointed to the Federal Reserve Board's Community Depository Institutions Advisory Council (CDIAC) in 2020 and is the chairman of the Federal Reserve Bank of San Francisco's CDIAC, which he has served on since 2017.
Mr. Ryback is also the California Delegate to the Federal Delegate Board of the Independent Community Bankers of America (ICBA), he serves on ICBA's Consumer Financial Services Committee, and he is on the board of the California Community Banking Network. Furthermore, Mr. Ryback is past president of the Rotary Club of Quincy and is currently serving as an assistant governor for Rotary District 5190. Locally, he serves on the Board of Directors of Plumas District Hospital and as Commissioner and Treasurer for the Quincy Fire Protection District where he previously served as a volunteer firefighter.
Jeff Devine, President & CEO, American Riviera Bank
Jeff DeVine has been President and Chief Executive Officer of American Riviera Bank (OTC Markets: ARBV) since 2008. Under his leadership, the Bank has grown from one branch in Santa Barbara and less than $100 million of assets to five branches in Santa Barbara and San Luis Obispo counties with over $900 million of assets. For ten consecutive years, American Riviera Bank has been recognized for strong financial performance by The Findlay Reports, a banking industry newsletter, and has received the highest “Super Premier” rating from Findley every year since 2016.
DeVine has over 30 years of experience in banking, with the last 25 years spent in Santa Barbara. Over his career, he has held positions in commercial, retail, private and investment banking. Prior to joining American Riviera Bank in 2008, DeVine was a Regional President at Mid-State Bank & Trust which was acquired by Rabobank. DeVine graduated from UC San Diego with a bachelor’s degree in Quantitative Economics and Decisions Science. He later graduated with honors from Pacific Coast Banking School at the University of Washington. DeVine is active in the community and industry as past President of the Lobero Theatre Foundation, Board member of the California Community Bankers Network trade association, and a Steering Committee member and former Co-Chair of the South Coast Business and Technology Awards Dinner.
DeVine has been recognized in “Who’s Who in Banking & Finance” as well as “40 Under 40,” from the Pacific Coast Business Times. In 2019, DeVine was awarded Executive of the Year honors at the South Coast Business and Technology Awards Dinner. He enjoys distance running and has competed in eight marathons with a personal best of 3:00:26 in 2012. DeVine ran the Boston Marathon in 2019 as a 50-year-old. He is very thankful to his wife Josie of 28 years for successfully raising their 3 children and allowing him time to achieve full potential at work and while running.
Will Taylor, Director, Portfolio Management Group, Vining Sparks IBG
Will Taylor has been involved in Asset Liability Management and Portfolio Management since 1985. He is a principal and owner of Vining Sparks IBG, a Broker Dealer located in Memphis, Tennessee. Will is a sought-after speaker on banking issues such as strategic planning for community banks, Board of Director education and interest rate risk management. Will received his B.A. in Finance from the University of Mississippi in Oxford in 1985.
Will’s extensive knowledge of balance sheet management techniques coupled with his investment banking experience make his perspective unique to the financial institutions. He began his career as a lender for the 10th largest bank broker dealer in the world, subsequently moving to trading and taking over the bank’s New York operation. While with the bank, he oversaw the development of the first mortgage derivatives and collateralized mortgage obligation issues. Additionally, Will worked in the initial development of a secondary market for SBA and multifamily securities.
In 1990, Will joined Vining Sparks as the result of a merger and was mentored by the firm’s founder, Jim Vining. Subsequent to Jim’s retirement, Will became the second largest employee-owner of the firm.
Will is active in teaching at the Seidman Center in Washington and is a highly ranked presenter at Fed, FDIC and OCC sponsored seminars. He has served on the faculty of the Southwestern School of Banking, Mid-South School of Banking and has led the Bond University School of Banking for over 20 years. He has been published in the following periodicals: Texas Banking; Technical Topics of the Municipal Treasurers of the Association of the United States & Canada; and Bankers Monthly.
Will enjoys spending time with his 4 sons and his wife Mandy at their farm in Taylor, Mississippi. He is passionately involved at Global Samaritan Orphanage in Zambia and serves on the Executive Council of the Boy Scouts of America.
