Agencies revised CBLR compliance guide
Federal banking regulators recently updated the compliance guide for the Community Bank Leverage Ratio (CBLR) framework, which simplifies capital requirements for qualifying community banks by allowing them to use a single leverage ratio instead of multiple risk-based capital ratios. The optional framework is available to banks with less than $10 billion in assets, and approximately 40% of eligible institutions currently participate.

Agencies issue joint proposal amending CRA rules

The OCC and FDIC have proposed targeted changes to their Community Reinvestment Act (CRA) regulations that would place greater emphasis on lending activities, improve how community development grants and donations are used, reduce regulatory burden for banks, and provide greater clarity on receiving CRA credit. The proposal would largely preserve the framework used since 1995 while exempting banks with $10 billion or less in assets from new data collection and reporting requirements, offering more flexible supervision and streamlined compliance expectations for community banks.

DFPI action results in nearly 3,000 people receiving $7M in restitution after California land investment scam

The California Department of Financial Protection and Innovation (DFPI) announced that almost 3,000 consumers—many from California’s Filipino, Chinese, and Hispanic communities—will soon receive checks totaling more than $7 million in restitution for securities fraud. The refunds, ordered by a California judge, stem from DFPI’s enforcement action involving a fraudulent land development scheme in Kern County.
